You should set your SPECIALs with int highish, 7, and Str and agi and end and maybe luck getting 1 or 2 each next - giving you a much needed boost to carrying capacity, guns and health. Take Small guns as the second, as you will use these at first, and the third skill doesn't matter too much - I took medicine or science, can't mind which. Take Repair as one of your tags, and repair whenever you can. Heres what I have been doing, which is giving me an all rounded character.
